Categorisation of vacation rental / LEGAL requirement

The categorisation of vacation rental in Slovenia is crucial for ensuring the quality of tourism services and informing guests about the standards they can expect. This process involves categorizing different types of accommodation establishments, such as hotels, motels, guesthouses, inns, campsites, apartments, holiday homes, vacation rentals, rooms, and farm stays, into appropriate categories marked with stars or apples (for farm stays).

For who categorisation is mandatory?

In Slovenia, categorisation is mandatory for the following types of accommodation establishments:

  • Hotels
  • Motels
  • Guesthouses and inns
  • Campsites
  • Apartments, holiday homes, and vacation rentals
  • Rooms
  • Farm stays

For marinas, classification is required by manually completing the classification form, ensuring they meet the minimum technical requirements and provide the prescribed services.

Some types of accommodation establishments are exempt from mandatory categorisation but must still meet minimum technical requirements and provide the necessary services. These include:

  • Tent campsites
  • Lodgings such as youth hostels, holiday homes, student and dormitory accommodations, mountain huts, and hunting lodges
  • Innovative forms of accommodation in natural environments (e.g., glamping, treehouses, wine barrels, beehive stays)

Categorisation process

To facilitate the classification process, an online application called e-categorisation available. The process starts with registration and entering information about the accommodation establishment. If the establishment offers multiple types of accommodations, registration and classification must be completed separately for each type. The application consists of three parts:

  1. Registration Form: Entering general information about the accommodation establishment and its units.
  2. Classification Form: Indicating the features that the accommodation units meet.
  3. Report: The system calculates the achieved category.

The process is successfully completed when the report is saved. The finalized classification must be printed, signed, and stored at the accommodation establishment.

Self-Assessment and Evaluation

According to the categorisation regulations, vacation rentals with up to three stars or apples can self-assess, while those aiming for higher categories must be evaluated by certified assessors. These assessors are tourism professionals with years of experience, selected from the official registry of assessors.

  • Hospitality Act (ZGos)
  • Regulation on Minimum Technical Conditions and Scope of Services for Hospitality Activities
  • Regulation on the Classification of Accommodation Establishments
